Sean MacDiarmid

Sean MacDiarmid brings over 20 years of land development and entitlement experience to every project. As the founder of MacDiarmid Development Consulting LLC, established in 2025, he provides expert guidance through complex entitlement processes and project implementation.

Prior to launching his consulting practice, Sean served as Director of Forward Planning at Lennar, where he led entitlement efforts for major residential communities throughout the Sacramento region. His career also includes a role as Senior Forward Planner at KB Home, where he focused on planning implementation for residential projects, and Land Development Project Manager at The MacDiarmid Company, where he provided project management support for large master planned communities and specific plans.

This depth of experience—spanning homebuilder operations, planning, entitlement, development, and project implementation—enables Sean to deliver practical solutions that move projects from concept to completion.

A 3,484-acre specific plan in the Natomas Basin of Sacramento County proposing approximately 16,000 residential units, 29 active parks, and an extensive plan-wide multi-use trail system.

Role: Providing project management, entitlement, and planning consulting services for the specific plan.

The Ridge

A 34-lot single-family residential subdivision located approximately one mile southeast of the intersection of State Route 193 and Clark Tunnel Road in unincorporated Placer County.

Role: Managing project implementation including improvement plan, final map, and environmental permitting management.

An approximately 208-acre specific plan in El Dorado Hills featuring up to 763 residential units with a mix of low and medium density single-family homes, 14 acres of parks, and 46 acres of open space.

Role: Managing implementation components including improvement plan, final map, and environmental permitting management.

Lakeside at Sutter Pointe

An 873-acre mixed-use community within the Sutter Pointe Specific Plan in south Sutter County, featuring approximately 3,800 residential units, 71 acres of business and commercial centers, a 30-acre lake, parks, and trails.

Role: Supported Tentative Map approval for Phase 2 and Phase 3 areas encompassing over 2,300 residential units; currently involved in implementation management.

Placer Vineyards Property 19

An approximately 2,000-unit residential community on the west side of the Placer Vineyards Specific Plan in southwestern Placer County, part of the 5,230-acre mixed-use master-planned community featuring parks, open space, and community amenities.

Role: Managed the Tentative Map entitlement effort that secured approval of an approximately 800-unit Phase 1 Tentative Map; currently managing the Phase 2 Tentative Map entitlement.

Sierra Sunrise

A 243-acre residential community within the Suncreek Specific Plan in the City of Rancho Cordova, featuring 1,046 units across multiple densities, 48 acres of wetland preserve, 18 acres of detention basins, and 8 acres of neighborhood parks.

Role: Managed the Tentative Map submittal and approval process, including Specific Plan Administrative Amendments for road realignment, drainage basin reconfiguration, and land use reallocation.

Placer Vineyards Specific Plan

A 5,230-acre mixed-use master-planned community in southwestern Placer County featuring 14,132 residential units, 274 acres of commercial uses, and 919 acres of parks and open space.

Role: Provided project management support for the specific plan entitlement and approval process.

Employer: The MacDiarmid Company

Florin Vineyard Gap

A 3,450+ acre community plan area in Sacramento County featuring residential, commercial, and mixed-use development with approximately 9,919 planned residential units.

Role: Led planning, entitlement, and implementation efforts for approximately 900 Lennar-owned lots. Secured approval of three Tentative Maps covering approximately 300 lots and negotiated affordable housing and roadway implementation agreements.

Carson Creek Village 11

A 132-acre age-restricted residential community within the Carson Creek Specific Plan in El Dorado Hills, featuring 409 homes, a 3.1-acre private clubhouse site, 1.7 acres of convenience commercial, 13.5 acres of open space, and 30 acres of parkland.

Role: Managed the General Plan amendment, rezone, and Tentative Map approval process for the 409-unit age-restricted community.

An approximately 120-unit single-family residential neighborhood within the Westpark Specific Plan in the City of Roseville, featuring parks, open space, and community amenities.

Role: Managed the Tentative Map entitlement and approval process.

A 6.77-acre small-lot single-family subdivision within the North Vineyard Station Specific Plan in Sacramento County, featuring 79 alley-loaded homes on a site zoned RD-20 for multi-family residential.

Role: Managed the Tentative Map, Special Development Permit, and Design Review approval process.
